I can't speak for samsung, but I know Apple does for sure. I think they even give you the courtesy of displaying that when your device is off, "Find my iPhone" will remain active. That's why I always recommend that people place their devices in a faraday bag, regardless of if it's in airplane mode or completely shut off.
