One of my favorites is without a shadow of a doubt Mussolini, he was a very efficient and productive statesman: he managed to (emotionally) revive a country by now destroyed, he reclaimed practically all the marshes of the peninsula and managed to conquer Eritrea and Ethiopia (albeit with quite a few problems) and to finish the conquest of Libya (then, like idiots, the Italians didn't find any resources and sold them to those US shits who found oil a few years later)
