How about family members you don't really like? Or disagree with their politics? Or just create a twitter bot that looks up their email and if found, provides a list of their passwords on their twitter? Actually you'd have to pay for the API only to be banned. So maybe don't do that.

Typically, when I have negative feelings towards someone, I choose to avoid any contact with them instead of causing them harm.

arent these databases also used for mass mail spreading, i could image they could, but not sure how that works with spam filter and stuff

The majority of those shared for free here are excessively used "raped", rendering them completely useless.
