Do you happen to know what's the title of this manga? The story goes something like a girl, I think she's a demon or a devil? she created an application and looks for her target, she specifically chooses men and scans them on the app and she can then control their pleasure in it and play with them.

The manga you're referring to might be "Jigokuraku" (Hell's Paradise: Jigokuraku) by Yuji Kaku. However, this description doesn't completely match the plot of "Jigokuraku"...
Actually - another manga that aligns partially with your description is "Maou no Hajimekata: The Comic" (How to Build a Dungeon: Book of the Demon King) by Warau Yakan and Toshimasa Komiya.
