He should have nothing to do, but depending on the plot armor, he might be able to use a kind of fire that does not needs oxygen as an oxidizer, maybe a kind of fire working like monopropellants or hypergolics, remember that the fruit does not control fire per se but generates fire, so the source of combustion could be something other than oxygen

It's also worth noting that One Piece battles are rarely as simple as character A can do this, so they automatically defeat character B. Caesar is a comic relief character, while Ace was the son of Gol D. Roger and likely could have gotten access to extremely powerful Haki. To say that Caesar would have easily defeated Ace just because he can control oxygen is just silly.
