many of the "duplicates" are a person living in different locations. so if someone lived in 3 places over the years, there are 3 entries.

This is the full leak, if you are using Emeditor to open please check if you have space o temporary folder.
Both files is csv and have more than 1B of lines

I used my own script that counts lines in files. There are 2 695 681 513 lines combined. USDoD wrote about 2.9 billion

Maybe @USDoD  Skipped the math but this is the entire data.

I think VXU wrote about the data and put the total of the lines in their twitter but like I said it is the same data.

While parsing it some rows seem to have 21 columns instead of 20
